Our DoWEA experience
38 DoWEA grants evaluated since 2011, for 18 districts and consortia in seven states and Washington, DC. Few evaluators know DoWEA requirements and military-connected families as well as we do.
-
Both grant programs. We evaluate MCASP projects in STEM, computer science, literacy, math, social-emotional learning, and school culture. Our WLARP and world language work includes two-way immersion, biliteracy, and world language proficiency pathways.
-
A lead evaluator who knows DoWEA. Dr. Stacy Ashworth, our lead DoWEA and K-12 evaluator, has evaluated 30 DoWEA projects since 2021 and presents regularly at the DoWEA Community of Practice.
-
Smooth midstream transitions. When a district changes evaluators or project directors partway through a grant, we keep the work on track. We build on the approved evaluation plan, performance measures, and earlier data so DoWEA reporting stays consistent, and we help new project directors get up to speed on DoWEA requirements.
-
A participatory approach. District staff help shape the evaluation plan, review early findings, and confirm that recommendations fit their schools.
-
Recognized standards. We follow the Program Evaluation Standards of the Joint Committee on Standards for Educational Evaluation. SEG is certified by the Commonwealth of Virginia as a Small, Woman-Owned Business and Micro-business (SWAM).

DoWEA Grant Evaluation for WLARP and MCASP Projects
Shaffer Evaluation Group, an independent evaluation firm, partners with school districts as the external evaluator for Department of War Education Activity (DoWEA, formerly DoDEA) grants. We evaluate both World Language Advancement and Readiness Program (WLARP) and Military-Connected Local Educational Agencies for Academic and Support Programs (MCASP) projects. Because DoWEA caps evaluation at 5% of your award, every dollar needs to count. We design each evaluation plan to meet DoWEA reporting requirements first, then add the data collection, real-time survey dashboards, and reporting support your budget allows.

What your award supports
Your award amount sets your evaluation budget. DoWEA allows up to 5% of the total award for external evaluation, so a $1,000,000 award supports up to $10,000 per year over five years. Find your award below to see the annual budget range most districts work within.

Annual figures assume the evaluation budget is spread evenly across five years. We can shift effort between years, such as a lighter planning year and a fuller final year, while staying within your total.

Your evaluation plan options
Every plan monitors student outcomes annually, as DoWEA requires. We offer four plans, and each one builds on the plan before it. Pricing is annual and includes all travel.
Need something outside these ranges? We build custom plans for larger awards and unique project designs.
